To
realize economic constituent of the President of Russia V. V. Putin’s Message
to the Federal Assembly of RF, based on the Partnership Council’s decision and
in accordance with recommendations of profile international organizations, the
Entrepreneurs and Industrialists Council’s analytic service together with several leading Russian specialists –
experts has completed development of
methods of calculation of recommended (based on expertise) prices for scrap and
waste of aluminium alloys.
The developed methods bear a complex, systematic and multi-factor
character, they allow to take into account vast spectrum of parameters and
process them using mathematical-statistical methods.
During this work, results of scientific researches done at the Economic Safety
Department of the Russian Federation Government Finance Academy led by Doctor
of Legal Sciences, professor V. I. Avdisky have been widely used.
One of the methods’ component is utilization of mathematical apparatus of
risk-prognosis and risk-management factor.
Methods of correlation co-efficients, including seasonal and transport,
calculated during optimization process, showed their high efficiency.
Recently, other methods of calculation are processed, they take as correction
factors other criteria: social-economic level of inhabitants of a region and
co-efficient of criminalization in non-ferrous metal scrap and waste business
turnover in a subject of RF.
Timer lags and character of influence of dynamic prices at the London Metal
Stock Exchange for the price figures of the Russian non-ferrous metal scrap and
waste market are determined; there were also taken into account such
factors as energy resources expenses dynamics and transport, average
workers wage laid over regional co-efficients, financing of delayed VAT return,
ecology requirements execution expenses, and others.
The obtained as a result of these calculations indicative expert prices for
main groups of aluminium alloy scrap and waste make the summary of complex
optimization solution that fully takes into account and synchonizes interests
of various suppliers categories as well as processors of the non-ferrous metal
scrap and waste.
Functioning of the expertise prices system for different categories of
non-ferrous metal scrap and waste may greatly assist customs and tax bodies,
specialists of the Economic and Tax Crimes Counter-Fight Department of Russian
Militia, because purchase of scrap and waste for lower or higher prices than
those recommended may well justify existence of signs that apply to violation
of tax and customs laws.
