The author of this initiave was one of the leading Russian enterprisesin re-processing scrap and waste of iron and non-ferrous metal – PC"Vtormet" in the person of the Holding’s President, Sharuda A. N.
Problems of ecology and environment protection, minimization ofnegative impact on
the nature from the industry’s enterprises are constantlymaking basic Council specialists’
concern. The aim of active works in thisdirection is to radically decrease unfavorable
effect of plants’ functioningonto the environment.
Analysis of the undertaken measures has showed that solution of thematter of utilizing
salt slacs was one of the main strategic directions toprovide for ecologic safety
in the industry.
According to Council’s specialists’ data, modern technologies allow tomake salt slacs re-processing practically wasteless, and return toproduction cleaned flux ingredients and manufacture concomitant production thatis of great demand in the marketRecently,financing mechanisms of this deal are being carefully worked out.
In order to realize all set objectives, the Council organizescooperation with the Ministry of Natural Resources of Russia and its structuralunits, Russian and international ecologic organizations.
1. INTERCORPORATERELATIONS SYSTEM DEVELOPMENT.
1.1 To provide forinformation and organization development in gaining single price policy for rawmaterials and production while taking into account territorial andinfra-structural specifics of different industry’s enterprises.
1.2 To optimize annualproduction volumes by enterprises-members of the Council taking into accountseasonal factor, and including methods of voluntary corporate sharing.
1.3 To analyse annualand seasonal vloumes of production made by enterprises-members of the Council,to organize control over performance of decisions made by Council on the givenmatter.
1.4 To design system rawmaterials/production prices indicators in the internal and internationalmarkets and organize their monitoring.
2. ORGANIZATION OFMEASURES AIMED AT STABLE DECRIMINALIZATION OF THE INDUSTRY.
2.1 To expose secondarynon-ferrous industry enterprises that act without valid licences, that don’tobserve norms of technic and ecologic safety measures, to inform about themcorrespondent control and law-enforcement organs as well as general public.
2.2 To expose facts ofpseudo-production export, of too high pricing and other deals of companies thatcause damages to economic safety of the state while exporting aluminium alloysproduce, to inform about these facts customs and other competent bodies.
2.3 To monitoractivities of companies-traders which deal with aluminium alloys export ofother manufacturers’.
2.4 To maximallydecrease the practice of paying cash to various raw materials deliverers,including building a system of opening individual bank accounts for deliverers.
3. DEVELOPMENT OFINDUSTRY REGULATORY BASE.
3.1 To organizeconstantly operating monitoring of the existent and developed regulatory basethat directly or indirectly affects the industry’s interests.
3.2 To participate intechnical regulations development that affects the industry activity directly,including the single technical regulations of producing aluminium alloys, aswell as other documents envisaged by Russian Federation Laws on technicalregulations.
3.3 To amend andsupplement legal regulatory documents in licencing (“metallurgical licencing”),aimed at provision of technic and ecologic safety of the industry.
3.4 To optimize thesystem of tax administration in levying VAT while circulation of the secondarynon-ferrous metals.
4. BETTER ECONOMICEFFICIENCY OF THE INDUSTRY BY WAY OF RATIONALIZATION OF CUSTOMS REGULATIONS.
4.1 To consider theissue of abrogation 6% of European levy on alloys because of impending Russiaentrance to WTO.
4.2 In order to providefor competition advantages for the Russian produce and develop equal economicconditions in comparison to foreign producers, to secure repeal, aseconimically groundless, 20% import levy on metallurgical silicon - DONE PARTLY.
4.3 To facilitatemeasures to keep intact 50% export levy on non-ferrous metals scrap and wasteas these promote protection of the whole complex of components of the statesafety.
4.4 To gain repeal of 10% import levy for non-ferrous metal scrap and waste as not only economicinexpedient, but also causing damage to economic interests of the RussianFederation - DONE.
4.5 To substantiate thenecessity of cancelling 3 % export levy on the secondary non-ferrous metals.
4.6 To investigate theissue of expidiency to introduce additional export levies on AK5M2 alloy andother alloys of low quality in the interests of decriminalization of exportactivities and provision of interests of law-abiding producers.
5 BETTER EFFICIENCY OFTHE SECONDARY NON-FERROUS METALLURGY INDUSTRY ENTERPRISES COUNCIL.
5.1 To finalizedevelopment and further perfection of the Council’s regulatory base.
5.2 To organize work toattract new members to the Council from the leading manufacturers of theindustry.
5.3 To activelycooperate and organize joint events and promote initiatives with otherorganizations and associations of industrialists and entrepreneurs.
5.4 To design a system of information provision of allCouncil’s members.
5.5 To timely providefor financial, organization and technical capabilities of the Council.
5.6 To develop planningand control system that will monitor the Council decisions’ execution.
6. FORMATION OF POSITIVEIMAGE OF THE SECONDARY NON-FERROUS METALLURGY.
6.1 To inform organs ofexecutive and representative power of the Russian Federation and its subjectsabout socially important targets and missions of the Council, as well as aboutCouncil’s performance.
6.2 To organize cooperation with mass media.
7. PROVISION OFINTERNATIONAL CONNECTIONS AND COOPERATION.
7.1 To organizecooperation with foreign collegues, with associations and bodies that unitethem.
7.2 To establishcontacts with international and national ecologic organisations of foreigncountries in order to exchange experience in collecting and utilization ofsecondary resources.
